Engineering Challenge

Monitoring regulatory change over time requires more than summarization. The system must preserve original evidence, retain provenance across runs, separate acquisition from interpretation, and make deterministic processing replayable without allowing probabilistic output to become source of record.

The platform moves from authoritative acquisition to immutable evidence, deterministic interpretation, temporal comparison and controlled intelligence.

EVIDENCE AUTHORITY

Acquired evidence and deterministic processing remain the reproducible record. Higher-level model interpretation may assist review, but it must not replace source evidence or become the authority for legal or consequential decisions.

Hands-on architecture and implementation across the evidence pipeline, deterministic processing and controlled analytical surface.

LLM summary, external LLM access, embeddings and semantic search are disabled or separately gated in the restricted implementation. They are not presented as active system authority.

The restricted implementation validates the deterministic foundation first. Embeddings, semantic search, LLM summary and external LLM access remain disabled or separately governed capabilities.
