The system must preserve original evidence, retain provenance across runs, separate acquisition from interpretation, and make deterministic processing replayable without allowing probabilistic output to become source of record.

The restricted implementation validates the deterministic foundation first. Embeddings, semantic search, LLM summary and external LLM access remain disabled or separately governed capabilities.
